Requirements  
Responsibilities  • Prepares project plans including overall project scheduling, major engineering requirements, and specifics related to project budgetary estimates. Develops and modifies civil engineering plans and specifications for new construction or to improve utility, quality, appropriateness, and appearance of construction. Reviews plans and specifications to determine practicability within the scope of the environmental analysis. •Performs a broad range of duties such as determining the necessity, feasibility, and extent of work required and develops project proposals to obtain budget approval for projects such as fire protection, water conservation, and recreation activities. Such projects may include roads and bridges, parking facilities, trails, drainage structures, erosion control features, retaining walls, buildings, towers, equipment shops and yards, small dams and reservoirs, and recreation sites. •As Contracting Officer's Representative or Engineering Representative, monitors and controls a major segment of a difficult and complex projects such as roads ,bridges, parking facilities, trails, drainage structures, erosion control features, retaining walls, buildings, towers, equipment shops and yards, small dams and reservoirs, and recreation sites. Applies knowledge of contract law, acquisition regulations, contracting procedures and technical aspects such as materials, installation, and construction techniques to ensure contractor performance conforms to contract requirements and to resolve problems that arise during construction. •Prepares designs characterize d by a variety of conditions. Prepares original designs and preliminary and final layouts. Coordinates assignments with other agency engineers and architects responsible for related features. •Conducts safety inspections and condition surveys of structures and facilities such as buildings, dams, bridges, roads, water and wastewater systems, and utilities according to agency requirements; and evaluates and recommends corrective action as needed to ensure the safety of all users. Conducts periodic inspections of facilities and infrastructure to ensure all are maintained to the original standard of construction and to ensure compliance with safety, health and regulatory requirements.
